The industrial power plants and storage facilities required to meet the green energy goals can be connected to the electricity grid until 2030. According to the announcement of the Ministry of Energy (ME), requests for the connection of new weather-dependent renewable and energy storage capacities were received in the second publication procedure of network companies, exceeding expectations to a large extent. The industrial investors have indicated their intention to establish solar power plants, wind power plants and storage facilities with a total capacity of more than 10 gigawatts. In order to plan the developments, the current procedure only accepts those requests that can be connected to the system no later than 2030, thus contributing to the achievement of the green energy targets set in the revised National Energy and Climate Plan.

As stated: the future belongs to green energy. Solar energy capacities have grown enormously in Hungary in recent years. Thanks to the vigorous ramp-up, the total installed capacity of 6 gigawatts previously targeted for 2030 is already available.

The new target set in the National Energy and Climate Plan is double the previous commitment, 12 gigawatts. As of January, the government greatly eased the regulations for the installation of wind farms. Under the new conditions, the current capacity of 330 megawatts could triple by 2030.

It was noted that in addition to the production of green energy, it is also necessary to ensure its storage in order to efficiently utilize it. The current energy storage capacity of only 20 megawatts can be expanded twenty times by 2026 and fifty times by 2030 in Hungary.

Solar energy investments that already have a connection permit can increase the total domestic output by another 5 gigawatts by the end of 2028. In the second publication procedure, a request was received for the establishment of an additional 5 gigawatts of capacity. The industrial investors have indicated their intention to install 2.5-2.5 gigawatts of wind turbines and storages – explained the Ministry of Energy, noting that in the procedure used so far, this amount of development plans can only be partially handled.

The expansion of the electricity network and the creation of flexible capacities that ensure the maintenance of the system balance are served by investments worth hundreds of billions of forints. However, disproportionate and unjustified overdevelopment must be avoided, in addition to industrial renewables, sufficient space must also be provided to accommodate residential solar systems.

The decree published in the Magyar Közlöny makes it possible to increase the amount of green energy produced for an even greater part of the year, beyond the hours of sunshine. To this end, in the still open publication procedure, new wind power capacities that can be integrated into the system in 2030 at the latest and applications remaining from previous procedures can receive connection permits in the next 60 days. These users can modify their submitted request by reducing the installed capacity of the power plant, or even withdraw it in order to have a better chance of joining in 2030, albeit with fewer projects, they explained.

According to the ministry’s statement, requests that can be scheduled after 2030 will be uniformly rejected by the network licensees without separate assessment. Deposited collateral will be repaid, and in the case of a bank guarantee, it will be released. In the future, free network capacities will be determined and allocated based on new rules, which must be developed by the end of 2024, they added.

The Ministry of Energy will continue to support and encourage the establishment of green energy capacities in the future. In order to rationalize the necessary network developments, it is worth installing the new generators and storage facilities primarily at connection points that have been built so far or have already been approved, where they can implement their investments even before 2030 and with a lower connection cost than if a new connection point were built. According to the announcement, based on the new provisions, the website of the Hungarian Energy and Public Utilities Regulatory Office will publish quarterly updated map data on the connection points available in this way. The detailed information helps the industrial investors to continue their development in mutually beneficial cooperation, in line with the existing capacities and the carrying capacity of the network.

According to the announcement of the EM, the further rise of green energy contributes to the fulfillment of climate commitments, strengthens domestic security of supply and Hungary’s energy sovereignty.
