According to the government’s goals, with the creation of the national digital space, Hungary will also be at the forefront of digital citizen services. As is well known, on the basis of human rights and the constitution, every Hungarian – and according to the evidence – every Hungarian citizen has the right to be able to live with the rights related to his citizenship and the services provided to citizens, regardless of his place of residence, and to have direct access to the services of the state and the services available in his native language. for relevant information and digital content.

These include not only the digital services already provided by the state (e.g. Customer Portal, magyarország.hu services, Filmio, the entire spectrum of public service media broadcasting), but also potentially the entire range of Hungarian digital services.

Making full use of the possibilities of the digital age, the creation of the “national digital/virtual space” separates the legal and service opportunities associated with Hungarian citizenship from the traditional geographical residence principles and practices, i.e. through a “digital platform” for any Hungarian citizen, regardless of their current location, provides access to standard digital content available in Hungary after simple and free registration.

By removing the geographical limitations of Hungarian digital services with the help of so-called VPN technology, from January 1, 2024, the government will provide all Hungarians with a “Hungarian” IP address, i.e. it will ensure access to the Hungarian national digital space as a citizen. For the Hungarian legislator, users of digital public services are “digital Hungarian citizens” who, although they are not geographically located in the country, are still considered to be in the country. This technical solution not only meets all the digital challenges and opportunities of the 21st century, but also in a legal sense.

As is well known, in mid-May the Parliament, by amending the Hungaricum Act, created the conditions for implementing legislation on “digital public services” in executive decrees, which state that the Hungarian state operates a virtual private network (VPN) to inform Hungarians abroad, to which Hungarians abroad they can connect with free registration. Based on this legal authorization, they started building the system, which every Hungarian citizen will be able to apply for free from January 1, 2024.
