They want to increase China’s pool of top tech talent.

According to President Xi Jinping, China must solve issues in key technological areas from the bottom up, state media reported, while the country is increasingly supporting developments that can replace advanced technology lost due to American export controls.

On Tuesday, at a meeting of the 24-member Political Committee – one of the top decision-making bodies of the ruling Chinese Communist Party – Xi said that China must strengthen basic scientific and technological research if it wants to achieve independence and become a global technological superpower, the state-run Xinhua news agency reported.

“To cope with the international scientific and technological competition, achieve a high level of independence and self-development… we urgently need to strengthen basic research and solve key technological problems from the source,” Xinhua quoted Xi as saying.

The call comes as China faces increasing headwinds in acquiring advanced semiconductor technology from the United States and its allies. In January, for example, Japan and the Netherlands agreed to abide by export restrictions on China’s chip sector announced by the US government in October 2022.

The original U.S. sanctions targeted Chinese purchases of advanced artificial intelligence (AI) computing chips and equipment that chipmakers can use to produce cutting-edge computing chips.

Xi also said on Tuesday that China’s pool of top technology talent should be increased, Xinhua reported, repeating a 2021 speech in which he said of China that by 2035 “in terms of our strategic and technological strength and our army of high-quality talents, the world will must be among its leading countries,” reported the Reuters.
